Donna Anderson - Board ChairDonna Anderson

Board Chair

Donna Anderson has served on the PCBDSN Board of Directors since 2019 and currently holds the position of Chair of the Board. A retired Registered Nurse, Donna brings decades of professional experience, compassion, and advocacy to her leadership role. Her background in healthcare and her personal dedication to individuals with intellectual disabilities give her a strong foundation for understanding the needs of the people we support.

Dedicated and visionary, Donna is committed to ensuring the success of the agency and the individuals it serves. Her passion for supporting people with intellectual disabilities is reflected in her collaborative approach, strong sense of purpose, and unwavering focus on meaningful outcomes. She values working alongside others who share a heart for service and continually strives to foster a supportive, goal-oriented, and inclusive environment.

Since joining the Board, Donna has consistently demonstrated leadership marked by integrity, steadiness, and a deep commitment to community service. She is actively engaged in strengthening programs, supporting staff, and ensuring that the agency remains responsive to the evolving needs of individuals and families.

Donna’s steady presence and thoughtful leadership continue to shape the direction of the Board. Her clarity, compassion, and commitment to service bring strength to the agency and inspire those around her.

Susan OliverSusan Oliver

Vice President

Susan Oliver has served on the PCBDSN Board for three years and describes the experience as both challenging and deeply rewarding; she values the opportunity to work alongside fellow Board members and staff who are dedicated to improving the lives of adults with special needs. Her service reflects both her professional experience and her long-standing commitment to advocacy.

Susan has been involved in advocacy for individuals with special needs since 1987, participating in meetings and conferences and volunteering with the Special Olympics. Her connection to this work is also personal, as one of her daughters is part of the PCBDSN Day Program, giving her meaningful insight into the needs of the individuals we support.

Her professional background includes roles in banking and administrative support in manufacturing, along with extensive community involvement. She also served for seven years as a Guardian ad Litem, representing abused and neglected children.

Susan enjoys gardening, reading, working with flowers, watching her goats and donkeys play, and visiting with the individuals at Better Skills. She and her husband have four children and two grandchildren.

Susan’s heartfelt advocacy and unwavering compassion enrich her work on the Board. Her personal insight and steady dedication continue to make a meaningful difference in the lives of those we serve.

Kris FilkinsKris Filkins

Secretary

Kris Filkins has been retired from full-time “W2 work” since 2019. Her 40 years of professional experience include human resources, education, and licensed therapeutic foster care in Northern New York. This strong background makes her a valuable asset to the PCBDSN Board, where she has served since 2023 and now contributes in the role of Secretary, a position she has held since 2025.

Kris lives in Easley with one of her two adopted children, a young adult with autism. Her personal and professional experiences fuel her deep commitment to individuals with special needs and to the mission of our agency. She is dedicated to ensuring that citizens with disabilities are treated with dignity, supported fairly, and given meaningful opportunities to enrich their lives.

Kris brings a calm, thoughtful presence to the Board. Her lived experience, compassion, and fairness strengthen our work and help guide the agency with sincerity and purpose.

Donna Anderson - Board ChairStephen Barr

Stephen Barr currently works for Inspire Abilities of Anderson County as the Greenhouse Operations Manager. He also owns a farm and nursery in Pickens County, where he grows hydroponic vegetables as well as native and fruiting plants. His professional experience, combined with his personal connection to the disability community, provides a unique and valuable perspective to the PCBDSN Board.

Stephen joined the Board in October 2025. As a father of a son with a disability and a business owner who employs individuals with disabilities, he understands firsthand the challenges and opportunities that impact the people we serve. His insights and experiences help guide the Board in making meaningful decisions that improve services and create positive outcomes for our community.

Stephen enjoys being part of the team at PCBDSN and is inspired by the agency’s commitment to inclusion, support, and advocacy.

His passion for meaningful work and his practical, community-minded experience make Stephen an influential voice on the Board helping us remain grounded, forward-thinking, and responsive to the people we support.

Brett is a proud self-advocate and valued member of the PCBDSN Board. He cares deeply about his family and friends and brings a sincere, thoughtful perspective to the Board as someone who receives services and understands their impact firsthand. His voice helps guide the agency in making decisions that truly support the needs of individuals with disabilities.

He enjoys baseball, cheering for the Baltimore Orioles, participating in Special Olympics, and bowling.

Brett’s enthusiasm, honesty, and commitment to representing his peers make him an irreplaceable member of our Board. His presence reminds us why our mission matters and inspires us to keep improving.

Johnna ConnollyJohnna Connolly

Johnna Connolly is a former special education teacher with 25 years of experience and now serves as the Special Education Coordinator at the Youth Leadership Academy. Throughout her career, she has been dedicated to supporting students with disabilities, advocating for their needs, and creating environments where they can grow, learn, and succeed. Her extensive background in education and special services provides valuable insight and steady leadership to the PCBDSN Board.

Since joining the Board in 2022, Johnna has remained deeply committed to the mission of the agency and to the individuals and families we serve. She enjoys being part of a collaborative team that works to promote inclusion, accessibility, and meaningful opportunities for people with disabilities.

Johnna’s thoughtful leadership and passion for advocacy continue to elevate the Board’s work. Her experience and dedication help ensure our decisions stay focused on growth, opportunity, and the well-being of those we support.

 

Markola McLaughlinMarkola McLaughlin

Markola currently works in real estate and brings a strong commitment to service, community involvement, and advocacy to the PCBDSN Board. She has served on the Human Rights Committee for more than 20 years and has completed two terms on the Board, contributing consistent leadership and meaningful insight throughout her tenure.

Her dedication to individuals with disabilities is deeply personal. As the mother of a daughter with Down syndrome, Markola understands the importance of compassionate, person-centered support. She has also demonstrated remarkable perseverance and determination in her own life, working three jobs to put her son through college, modeling the values of hard work, resilience, and devotion to family.

Markola loves working with people and finds purpose in helping others navigate important decisions and life challenges. Her experience, both personal and professional, gives her a thoughtful and grounded perspective that enriches the work of the Board.

Tosha RollinsTosha Rollins

Tosha Dianne Rollins is a Licensed Professional Counselor, Autism Spectrum Disorder Clinical Specialist, and co-owner of Upstate Carolina Autism Associates in Easley, South Carolina. With more than a decade of experience supporting autistic individuals, their families, and the broader disability community, she brings both professional expertise and personal insight to her role on the PCBDSN Board. She is also a published author, educator, and founder of several community-focused initiatives dedicated to connecting clinical care with meaningful community support.

Tosha has served on the PCBDSN Board since July 2025 and is committed to strengthening services, supporting families, and advocating for accessible, person-centered care across the county. Her decision to join the Board was shaped by her personal experiences as a mother of two autistic adult sons and her long-time work as a mental health professional within the autism community.

Tosha’s expertise and heartfelt advocacy bring a powerful voice to the Board. Her blend of clinical knowledge and personal understanding strengthens our mission and helps guide families toward meaningful support and opportunity.

Art SkogsbergArt Skogsberg

Art Skogsberg joined the PCBDSN Board in 2025 and has quickly become a valuable member of the team. With a keen eye for detail, he has played an important role in reviewing the agency’s policies and procedures, helping strengthen accountability and ensuring clarity across our operations.

Art served in the U.S. Army for more than four years before earning his B.A. from Southern Illinois University. He went on to receive the Certified Insurance Counselor designation and spent 33 years as the owner of a successful insurance agency. During that time, he also served on several President’s Advisory Boards for major insurance companies, providing leadership and industry expertise at a national level.

An accomplished author, Art wrote the book Family Unity and continues to pursue entrepreneurial work as co-owner of Flipping USA LLC.

Art’s disciplined approach, broad professional experience, and commitment to service bring depth to the Board’s work. His thoughtful contributions help strengthen the agency and support the individuals and families we serve.
